OVERVIEW OF GENERAL RESPONSIBILITIES AND DUTIES
The Chief Financial Officer (CFO) is responsible for all financial matters of Action Pathways, Inc. and its various programs. The CFO reports to and works closely with the Chief Executive Officer and Board of Directors. He or she partners with the members of the Senior Leadership Team, develops and implements financial strategies for individual programs. The CFO oversees all compliance and regulatory contracts and grants with Federal, state, and private funders. He or she must be able to adapt to a continually evolving not-for-profit environment and thrive in a deadline-oriented workplace.

Level of Performance
Employee is expected to plan, oversee, and evaluate the agency's accounting, compliance, risk and facilities management activities to protect ACTION PATHWAYS's assets and reduce risk. The CFO is expected to develop, implement, and monitor creative financial management strategies. Employee must demonstrate strong leadership skills for members of the Accounting and Compliance, as well as with the Senior Leadership Team.
Finance
• Administer cash flow planning and ensure availability of funds on hand as needed.
• Oversee cash and asset management and investment management as directed.
• Manage financing strategies and activities. Responsible for banking relationships.
• Develop and utilize predictive and activity-based financial analyses to provide insight into the organization's operations and business approaches.
• Responsible for developing agency financial statements.
Planning and Policymaking
• Coordinate the development and monitoring of annual budgets and their revisions as needed.
• Develop and monitor financial business plans and forecasts.
• Participate in corporate policy development as a member of the Senior Leadership Team.
• Work with the Finance Committee of the Board of Directors and the Head Start Policy Council to develop short, medium, and long-range financial plans and projections as directed by the CEO.
• Represent Action Pathways, Inc. with financial partners, institutions, foundations, auditors, public officials, etc.
• Maintain knowledge of nonprofit audit best practices, state and Federal laws regarding agency operations.
• Collaborate with the CEO and Senior Leadership Team on Strategic Vision, Mission, Programs, and initiatives, contributing to the planning and execution of key programs and initiatives that align with the organization's long-term and short-term goals.
• Research revenue opportunities and economic trends, analyze internal operations and identify cost reduction and process enhancement areas.
• Actively engage in relevant industry associations, seek training, pursue educational opportunities that foster professional development, and build connections/partnerships that support the advancement of the agency's mission.
• Responsible for working closely with the program directors and development staff to identify and secure funding sources for the agency's programs and initiatives. This includes strategizing and fundraising efforts, overseeing the budget preparation of grant applications, and engaging in networking activities to cultivate relationships with potential donors and funding organizations. The CFO will also play a crucial role in financial planning to ensure the alignment of resources with the agency's strategic goals and programmatic needs.
Accounting and Compliance
• Oversee the accounting and compliance department to ensure proper maintenance of all accounting systems and functions. Supervise finance staff.
• Ensure maintenance of internal controls and financial procedures.
• Ensure timely, accurate, and valuable financial and management reporting for Federal and state funders, private funders, and the Board of Directors. Oversee the preparation and communication of monthly, quarterly, and annual financial statements.
• Coordinate audits and proper filing of annual 990 or required taxes.
• Ensure legal and regulatory compliance regarding all financial functions.
• Assess organizational budget and long-term strategy.
• Develop tools and systems to provide critical financial information and make actionable recommendations to the CEO.
Risk Management
• Research and advise the CEO about insurance coverage for protection against property losses and potential liabilities.
• Provide oversight of Risk Management policies and plans.
• Prepare documents for Board review.
Education: Master's Degree in the area of Business, Accounting or Finance.
Experience: Four to ten years related experience in a nonprofit organization with a budget of at least $10 million.
Computer Skills
To perform this job successfully, an individual should have knowledge of accounting and payroll software systems (Excel, HRM, ABRA, and MIP), Internet, spreadsheet, and word processing software applications. The employee must have sufficient computer skills to learn agency fund accounting software within 60 days of employment.
Certificates & Licenses
It is the employee's responsibility to obtain and keep current all certifications, licenses, health cards, etc., at all times.
Certified public accountant licenses and affiliations are desired.

CONDITIONS OF EMPLOYMENT
Background checks with state and Federal law enforcement agencies are required. Selected applicants must submit to a pre-employment substance abuse screening test and receive a negative result for the use of drugs and alcohol as specified in agency policies. Must submit and receive negative results for random testing of same. The employee must have a valid North Carolina Driver's License. Must be able to pass a post-offer physical examination.
