Located in Texarkana Arkansas, Harvest Texarkana is a regional food bank and food rescue. Serving over 150 agencies in Southwest Arkansas and Northeast Texas since 1989, Harvest Texarkana is a United Way agency. Harvest Texarkana is more than food. It is Hope.
Position Description
The Executive Director reports to Harvest Texarkana’s Board of Directors and has the overall responsibility for implementing the organizations’ mission. The Executive Director provides leadership to food bank staff as they work to achieve the organization’s goals and strategic plans. The Executive Director effectively plans, coordinates, implements and evaluates the activities of Harvest Texarkana within the policies and procedures, goals and vision, and financial budget as approved by the Board of Directors. As members of Feeding America and Arkansas Hunger Relief Alliance, the Executive Director has overall responsibility coordinating with their mission of ending hunger in their service area. Additional responsibilities include personnel management, public relations, fundraising, and program oversight working with the Board of Directors, volunteers, staff, member agencies, donors and the general public. The Executive Director shall strive to build these many groups and individuals into an effective team to work toward the elimination of hunger.
Job Responsibilities

Leadership: works with staff and board to establish program objectives, evaluate program performance and develop organizational structures consistent with policies and directives established by Feeding American, the USDA and the Arkansas Hunger Relief Alliance. The Executive Director works with the warehouse staff to ensure efficiency in warehouse and food distribution processes. Oversee all fiscal activities including budgeting, reporting and audit.

Community: provide leadership and community building to support the network of member agencies and their efforts to end hunger. Strengthen the network of member agencies and other community stakeholders. Build relationships with local, state and federal officials. Coordinate with other groups on the regional, state, and federal levels on public policy issues related to hunger and poverty, and advocate constructive policy changes to benefit those in need. Keep the food bank’s constituencies informed about relevant public policy issues.

Marketing and Food Solicitation: Provide leadership to the planning, development, and implementation of an ongoing marketing and food solicitation program designed to continuously improve the quality and increase the quantity of food available to member agencies and support their work of feeding the hungry.

Fundraising: Provide leadership to the planning, development and implementation of capital campaigns for Harvest Texarkana and to the ongoing fund development program, with the goal of enabling Harvest Texarkana to continue its important work and ensuring the long-term financial stability of the organization, while meeting current operating needs.

Work with the staff to establish strategies and plans for all potential sources of funding and oversee all grants and reports to funders. Develop positive and productive relationship with all potential sources of funding, including the private sector, local, state, and federal government. Board of Directors: Reports to the Board of Directors and works closely with the Board, its officers and committees.

Policy: The Board holds primary responsibility for setting vision and strategic direction of the Food Bank, with the director being responsible for developing operational/business strategy and planning. The Board seeks a director who will stimulate and inspire the Board’s thinking and understanding about the ways the Food Bank can benefit and serve those affected by hunger/food insecurity in the service area. The director is granted authority to establish operational policies and procedures that are within authority granted by Board’s Ends and Management Limitations policies.

Operations: Support the development of creative, innovative methods of food acquisition and the development of cost-effective solicitation and transportation models.

Personnel management: provide direction, guidance, and support to senior management staff. Assume responsibility for all hiring and termination decisions. Develop a staffing pattern for Harvest Texarkana that is necessary to carry out its mission as determined by the Board of Directors provide leadership to the development of strategic plans and long-range goals for the program, the creation of work plans to achieve such plans and goals and the development of program policies. Ensure that necessary policy and procedure manuals, job performance evaluations and human resources files are current and accurate. Ensure that all hiring, employment and termination procedures are consistent with the requirements of all applicable laws and regulations

Finances: Develops business/operational plans for the Food Bank. Manages budget and actual financial condition in a manner consistent with clearly articulated board policies. Ensures that financial reporting is accurate and timely, and that appropriate financial controls are in place. Manage the activities of Harvest Texarkana within the parameters of the budget.

Resource Development: Actively works with staff and board of directors to coordinate fund-raising activities, foster relationships with existing and potential donors, and strengthen relationships.

Staff: Leads the Staff in setting integrated goals/plans in support of the ends. Directs the programs/activities of the staff, ensuring that competent and motivated individuals are in place to achieve ends. Oversee all technical support systems, including management information systems, inventory tracking systems and all other information technology and systems

Interact with Feeding America (and various regional or sub-regional food bank organizations) to enhance and further Harvest Texarkana’s work to fight hunger locally, while working cooperatively with other food banks in the national network.

Grant writing: actively pursue grants related to help Harvest Texarkana’s mission and purposes.

Community: Actively represents the Food Bank to constituents, including but not limited to agencies that distribute food, grant-making foundations and corporations, donors, and to key human service, legislative, and media entities.
Application Qualifications
Harvest Texarkana seeks leader with significant executive-level experience to inspire and engage the private, public, & nonprofit community to advance its mission to feed the area’s hungry. Applicant must have a bachelor’s degree in business, management, marketing, food science and technology or related fields or equivalent experience in other areas.
Must have strong oral, written and computer skills along with excellent organizational skills. Applicant must have a commitment to food banking and effort to end hunger. Applicant must have the ability to work with a diverse group of people and the ability to manage and lead people. Applicant must demonstrate skills in developing, reaching and interpreting financial statements and managing budgets.
* Preference given to those with food bank and capital project experience
